I study a quantum particle on a circle in the force field of a pe- riodic in time potential. The corresponding Schr¨odinger equation is a linear differential equation on the Hilbert space H of square integrable functions on the circle. I prove that the monodromy operator for this system is a sum of a diagonal operator and a compact one
